Workers, employers weigh impact of rules to protect against California heat

The AP is reporting on the nanny state in California:
By next week, new state regulations will guarantee outdoor workers toiling under the blazing California sun a quart of water each hour, training to recognize heat stroke symptoms, and shade to escape the heat if they start feeling ill.
Do you feel better already that California will make that kind of guarantee? Where would we be without all these regulations?
