CNN: Mayor Johnson, why is it that 1 out 4 students in Chicago cannot read or do math proficiently?

Why am I not surprised that @ChicagosMayor didn’t answer the question? He rambled on about racism & slavery & socialist programs that don’t work but refused to answer the question.
