Cook County Judge David Kelly refuses to detain man accused of carjacking Uber driver at gunpoint

Prosecutors say he and an accomplice fired a gun while carjacking an Uber driver on the West Side.

They say he was found with a gun, driving the hijacked car within hours.

They asked a judge to keep him in jail.
