Even in liberal, highly-vaccinated California, businesses and public agencies are questioning if strict vaccine mandates are doable. The Democratic-controlled state boasts some of the strictest Covid-19 rules in the nation, and Gov. Gavin Newsom ordered vaccine-or-test mandates weeks before President Joe Biden did. Yet enough people remain unvaccinated that school districts, prison officials and private employers are urging flexibility. Otherwise, they say they’ll be understaffed and unable to function.
