San Francisco Chronicle Editorial: California’s flatlining population totals show the state’s ailing condition

The San Francisco Chronicle editorial page is worried:
California’s fabled appeal is fading. A state known for palm tree weather, Sierra vistas and startup culture is barely growing. By the books, its population nudged upward this year by 21,200, a next-to-nothing growth rate of 0.05%, bringing the headcount to 39.78 million.
