Chicago's first-of-its-kind 9% streaming (Netflix etc) tax has survived its 2nd legal challenge in state appeals court. If the IL Sup Ct takes it up and rules w/ the lower courts, could open the door to a state tax (which was introduced then dropped in capital bill negotiations)
