'Cadillac Tax' On Generous Health Plans May Be Headed To Congressional Junkyard

This was supposed to be the incentive to move people from employer provided insurance to the ObamaCare markets. This is essentially saying ObamaCare will not be implemented.

The Cadillac tax — a 40% tax on employers with generous health insurance plans — was one of the most controversial parts of the Affordable Care Act.
