Powers argued the tax is inherently inequitable and has only become more so as prominent retail and commercial destinations have sprung up in Brooklyn, Queens and northern Manhattan where the levy does not apply. And while he argued it should eventually be nixed altogether, Powers said that gradually paring it back would be a way to aid struggling businesses without blowing a hole in the city's budget.Imagine that.
