The nonpartisan Census Bureau is tasked by the Constitution to count every resident in the country every 10 years. Regional census offices and local leaders bear the brunt of the “Herculean” effort, said Joseph Salvo, chief demographer for the Department of City Planning. In the five boroughs—home to more than 3 million immigrants—getting the word out to undocumented people and non–English speakers is key. “We have to assure community leaders it’s safe to respond, and then they will pass the word down,” Salvo said. “That’s the secret to getting a good enumeration.” But the Trump administration has thrown a wrench in the process by requesting that the census include a citizenship question, which could deter noncitizens from responding and result in an undercount costing New York funding and perhaps a congressional seat.
