Illinois' income tax could double to dig Illinois out of this hole

Crain's Chicago Business reports:
The state's chief fiscal officer delivered a beyond-dismal review of Illinois' financial condition, saying Illinois is on track to run up its backlog of unpaid bills beyond the worst of the Great Recession, and suggested the income tax rate may have to double to dig us out of the hole.
