Bloomberg has the data on which states have the most underfunded state pension funds. Scott Walker's concept of math is clearly better than Illinois State Senator Barack Obama's ( who did nothing to reform Illinois public pension problems) as a foot soldier for Chicago Democrats. That Cook county math will always leave you with less money if you are taxpayer.
