Mayor Rahm Emanuel, Gov. Bruce Rauner tested by money woes

The Chicago Tribune reports:
The close relationship Gov. Bruce Rauner and Mayor Rahm Emanuel forged through a big private equity deal, support of charter schools and shared vacations with pricey bottles of wine has hit a rough patch.

The new Republican governor wants to slash tax money going to City Hall at the very moment the mayor points to the Capitol as holding the solutions to Chicago's massive financial problems.

Timing is everything in politics, and Emanuel is trying to win a majority in Tuesday's election less than a week after Rauner unveiled a bad-news budget that would take away from Chicago $135 million in income tax revenue, $133 million from the Chicago Transit Authority and $62 million from the Chicago Public Schools teacher pension fund. Rauner even targeted After School Matters, a program established by the late Maggie Daley to keep students active outside of the classroom, for a $2.5 million cut.
