The Chicago Tribune reports:
Overnight lows on Wednesday could reach 13 below zero, which would break the record low for Dec. 8 of minus 11 set in 1942, the weather service said, warning people to stay indoors if at all possible. Frostbite can occur in 15 minutes on exposed skin.

The weather service has issued a wind chill warning from midnight Tuesday until noon Thursday.
