Charter schools snub city's needy students, says report from teachers union

The New York Daily News reports:
The city teachers union lobbed another attack in its war on Gov. Cuomo’s education reforms Thursday, dropping a bombshell report showing that charter schools repeatedly failed to admit needy students.

Slamming Cuomo’s support of charters, which the governor vowed to increase throughout New York, United Federation of Teachers boss Michael Mulgrew claimed an analysis of 25 city school districts showed charter schools typically enrolled fewer kids who face challenges.

“Many charters do not enroll appropriate numbers of English language learners, the poorest and highest-need special ed pupils and homeless children,” said Mulgrew, who said that 23 of the 25 districts inspected saw disparities.

The analysis omitted poverty rates, but charter advocates have claimed their schools serve more kids living under the poverty line.
