Rahm Learns Again He's Not Running Chicago:Clout contractor got $3.1 million in CPS work after City Hall ban-Company Linked to Chicago Mob Linked Alderman Ed Burke Makes News

The Chicago Sun-Times reports:
Two years ago, Mayor Rahm Emanuel’s administration banned Windy City Electric Co. from getting any more city business over allegations it fraudulently landed millions of dollars in contracts set aside for companies owned by women.

But the August 2012 ban didn’t keep the politically connected contractor from getting more than $3 million in new work from the Chicago Public Schools.

The Chicago Board of Education voted to renew Windy City Electric’s contract in October 2013 — more than a year after City Hall booted the contractor for falsely claiming to be owned and operated by women so it could get contracts set aside for women-owned businesses.

The school system can dump a contractor banned “by any governmental entity or agency.”

So why did CPS keep doing business with the company? Schools spokesman Bill McCaffrey declined to answer, saying the matter is under investigation by Nicholas Schuler, CPS’s interim inspector general.

When they banned Windy City Electric from getting city contracts in 2012, city officials said the business was controlled by Anthony P. McMahon, a top precinct captain for Ald. Edward M. Burke (14th) and McMahon’s brother John K. McMahon, a former city electrician, and not by their wives, as the company claimed.

Anthony McMahon’s wife Kathleen McMahon and John McMahon’s wife Nancy McMahon incorporated Windy City Electric in 1989.
