Does Chicago Congressman Know the Difference Between 'Street Taxes' and Local Sales Taxes ?

Does gun banning Congressman Mike Quigley from Illinois' 5th Congressional District know the difference between collecting local sales taxes and collecting "street taxes" in Chicago? Could Congressman Mike Quigley understand if a bar owner felt safer owning a handgun in Chicago because someone had a job to collect "street taxes" from them and felt intimidated ? No word yet on this story from Chicago's other famous "community organizer" John DiFronzo, who happens to be an expert on the subject of tax collection. Will the Chicago Sun-Times and Chicago Tribune ask Congressman Quigley if he knows the difference between "street taxes" and sales taxes in the coming election?
