Madigan's millionaire tax is dead

Crain's Chicago Business reports:
House Speaker Michael Madigan's push for a millionaire tax surcharge "has reached a dead end," the Illinois Observer reports.

Steve Brown, Mr. Madigan's spokesman, blames Republican opposition to the 3 percent millionaire surcharge, the Observer writes.

“It appears that the Republicans prefer protecting millionaires over the $1 billion for students in schools across the state,” Mr. Brown told the Observer. “We think that brings the debate on the millionaires amendment to a close for this session.”
It appears the Democrats , in Illinois , will be looking at the 2016 election to push this. Isn't time to stop "protecting" millionaires like Mike Madigan?
