Strongman Rahm Emanuel Wants to Raise Cigarette Taxes As Revenue Peaked in 2006

Crain's Chicago Business reports:
In Chicago, according to the city's 2013 financial analysis, cigarette tax revenue has declined from a high of $32.9 million in 2006 to current levels of $16.5 million while sales in Indiana and Wisconsin have skyrocketed.
Yet, progressives tell us taxes don't affect behavior.
