Illinois Senate President Doesn't Want Citizens Carrying Concealed Handguns But is Business Partners With Chicago Mob Linked James DeLeo

His name is John Cullerton. He's the head of the Illinois state Senate. He's against concealed carry for Illinois citizens:

“I’m very proud of the fact that Illinois has been the only state in the nation that doesn’t allow for concealed guns to be carried in public,” he said.
