Audit questions substance abuse enforcement in Detroit fire department

The Detroit News reports:
An audit of the city's fire department shows "significant weakness" in the enforcement of its substance abuse policy for employees, some of whom abused alcohol or drugs on the job without penalty.
Barack Obama's "first responders" who are filled with the spirit of benevolence and altruism because they work for an organization not based of profits.
