IRS: Cook County leaking income

Crain's Chicago Business reports:

Cook County is leaking income. According to the latest IRS migration data (2009) — which tracks tax returns of individual filers who moved from one year to the next — Cook lost $4.01 billion in taxable income to other counties while gaining $3.03 billion. Cook County generally draws a surplus from smaller Midwest metro areas, but it's losing income to large and midsized counties elsewhere.
