Flashback: Vote Fraud Started When Chicago Did

Flashback to the Chicago Tribune on September 8,1984. Chicago was rotten from the very beginning. Here's a quote from an article titled "Vote Fraud Started When Chicago Did " , it's not pretty:
In 1833, eleven Chicago residents voted 12-1 to incorporate as a town, and a long tradition of vote fraud was born.
There's more:
State archivists sorting through a treasure trove of records long thought destroyed by the Chicago Fire of 1871 discovered the city's "birth certificate," which recorded the 1833 vote to incorporate Chicago. Further research showed that two voters apparently did not meet residency requirements.
