Private workers, public pensions

The Chicago Tribune reports:
Jason Leahy hasn't set foot on the Illinois State University campus this school year, doesn't teach classes there and doesn't report to anyone at the school, an hour away from his office.

But through a contract with ISU, he is deemed an "employee" of the school and therefore will be eligible for a public pension based on his six-figure salary as head of a private association for school principals based in Springfield.
