Why Does America Have So Few Small Businesses?

The Washington Post reports on why firms in France don't want to go over 50 employees:
in France, when a company grows to 50 employees, it has to set up a Works Council that coordinates with employees on workplace conditions. And so “many small French companies limit themselves to… 49 employees.”
You might see a big growth in small businesses over several years if ObamaCare isn't repealed.
