Mayor Daley: Hard to end union rule on loafing truckers

The Chicago Tribune reports:

Mayor Richard Daley said today that Teamsters Union work rules that allow city truck drivers to loaf or sleep in their vehicles have been impossible to change because "you have to give and take" in contract negotiations.

A rather stunning statement. Mayor Daley is admitting that unions can do whatever they want in Chicago.
