Boxing club wins eminent domain dispute: Ruling could have impact on how California cities define blight

A San Diego Superior Court judge has ruled in favor of the Community Youth Athletic Center in an eminent domain case against National City.

The Thursday ruling could have far-reaching effects on how cities across the state define blight. It also could restore some protection for property owners facing forced closure by local municipalities.

At issue was whether National City had legitimate cause to renew its eminent domain authority over the boxing club, which serves at-risk youth, and whether the city violated the California Public Records Act when it failed to turn over documents and other evidence to support its claim that the area was blighted.
