Number of black D.C. residents plummets as majority status slips away

The Washington Post has a rather interesting article. Here's a quote of alarmism from former D.C. Mayor Marion Barry:
“We’re going to stop this trend — gentrification,” said D.C. Council member Marion Barry (D-Ward 8). “We can’t displace old-time Washingtonians.”
Barry has a coercive idea:
“We can’t keep people from moving, but if we had a residency requirement, we could keep government workers from moving,”
Not everyone likes change.
