The lawsuit challenges last week's ruling by Chicago elections officials that Emanuel meets residency requirements.
Records show Ballard, who recently was named the supervising judge of the county division, has donated about $4,000 to Alderman Ed Burke, 14th Ward, and his wife, Illinois Supreme Court Justice Anne Burke. Alderman Burke holds significant sway in slating Democratic judicial candidates and has expressed support for mayoral candidate Gery Chico. No matter how Ballard rules, the losing side is likely to head to the appellate court and then the state Supreme Court.
