Illinois Gov. Quinn Wants Wall Street Bail Out A State That Can't Pay Its Bills

The Chicago Tribune reports:
Gov. Patrick Quinn has $4.5 billion in overdue bills and no cash to pay them. His credit's still good — or, more accurately, good enough for the time being. So he's juggling, borrowing here to pay there, until the inevitable day of reckoning when the balls fall down.

His latest plan amounts to yet more juggling, but it would help social-service agencies and other vendors that the state has shamefully stiffed. They do need the help. Agencies who care for the sick and the disabled and other vulnerable citizens have been laying off staff, putting off building repairs, doing whatever they can to keep serving people while the state keeps stiffing them.
