California Town May Charge Citizens for Going to City Council Meetings

The L.A. Daily News reports on Tracy, California:
It's entirely plausible, for example, that residents will soon get a separate bill for reporting a crime in action (which, under pending legislation, would be required by law), for the trimming of the trees on their street or even attending a City Council meeting. Those security measures at City Hall's main entrance don't pay for themselves, after all.
Having a monopoly is nice.
