The back story: Before being elected lieutenant governor in 2002, Quinn ran for the same office in 1998. In that race, Burke listed Quinn's opponent, Mary Lou Kearns, on "palm cards" that his 14th Ward Democratic Organization distributed, recommending whom to vote for. Quinn narrowly lost.
