Chicago Tribune's Reminder of Chicago Mob Linked Alderman Burke's Ghost Payroller

The Chicago Tribune has an editorial concerning Chicago's Aldermen:
Ten years earlier, an employee in Burke's law firm pleaded guilty to collecting more than $90,000 in salary and benefits from three City Council committees for which he did zero work. Joseph Martinez said Burke made him a "ghost payroller" to provide him with health insurance that wasn't offered by the law firm. Martinez spent five months in prison. Burke denied all wrongdoing and wasn't charged with any offense. The statute of limitations expired three months after Martinez pleaded guilty. It's exactly the sort of case a good inspector general would have latched onto.

Burke says he doesn't think aldermen are going to go along with Daley's proposal, and he might be right.
