Here's a flashback from the Eugenics Archives. A 1913 New York Times article on the ultra-racist eugenics movement. Notice how Averill Harriman's mother(Mrs. E.H. Harriman) was an important bankroller of the movement. William Welch and Irving Fisher were members of Skull and Bones.
