Boston Mayor Menino thumbs nose at public records laws

The Boston Herald reports:
Mayor Thomas M. Menino used classic stall tactics and flouted public records laws in the release of e-mails improperly deleted by his top lieutenant, making various payment demands and dumping the public records to reporters after darkness fell outside a locked-up City Hall.

The saga of Menino aide Michael Kineavy’s e-mail trash bin could serve as a case study in government’s heavy-handed control of records that any citizen is, under the law, entitled to request and review, experts said.
