A target in Philadelphia's budget fight: OT

The Philadelphia Inquirer reports:
603 full-time city workers made more in overtime last year than they did from their base salaries, according to an Inquirer review of 2008 payroll records. Nearly 3,000 city employees socked away more than $20,000 last year for their extra hours, while 75 topped $60,000 in overtime pay alone.

However hard-earned the money, the astronomical individual totals are emblematic of a long history of poor oversight and management of overtime spending in Philadelphia, which topped out at a record $201.7 million in calendar year 2008.

"There's something wrong with a system where people are making more in overtime then they are in their base pay," said City Controller Alan Butkovitz.
