The high standards of government.
Mamiya was the court's presiding judge when he began an affair with a female court employee in February 2008.
After the two decided to end their relationship that April, Mamiya repeatedly went to the woman's office or called her into his chambers, where he kissed and fondled her without her permission, according to documents provided by the city in March in response to a Seattle Times public-disclosure request. He also showed up unannounced at the woman's home.
The woman later said she began dreading coming to work; tried to avoid Mamiya; and received a threatening letter and phone call, apparently from another woman, the documents said.
