Bonuses at the Securities and Exchange Commission topped $7.7 million last fiscal year, up from $7.1 million in 2007, according to the SEC. The Federal Deposit Insurance Corp., better known as FDIC, saw a $1.9 million jump in merit pay to $2.4 million last year, according to federal payroll data.
