Deadbeat Illinois State Government Pays Bills Late and Gets Shut Off Notices

The AP reports on that poorly managed organization called the state of Illinois:
A state audit found that more than a quarter of Illinois state government's leases on office space have expired and haven't been re-negotiated for years.

And the Department of Central Management Services often makes rent and utility payments late and sometimes gets shut-off notices from utility companies.
Yet some people want the government to run health care!
