The federal government, major U.S. automakers and the state of California have reached an agreement that will force cars and trucks across the country to achieve dramatically better gas mileage by 2016, a deal that environmentalists are hailing as a major step to curb global warming.It amazing how policy can change when the federal government de facto controls Chrysler and GM.
