Balcer said the mural --which included a skull, an R.I.P. sign, a dead deer and Chicago Police surveillance cameras -- was "a threat to the community."
"Everything in it was death," Balcer said.
Balcer said the mural could have created a "gang problem," although he couldn't point to anything specifically that suggested the mural featured gang themes.
"I can't answer that," he said. "I don't know what all the gang affiliations are."
