Chicago Corruption and Reform

Thanks to Gov. Blagojevich, Illinois has been recognized as the corruption capital of the United States. Since 1971, a thousand politicians and business people have been convicted of public corruption. There have been 30 Chicago aldermen, three Illinois governors, and several city clerks and treasurers along with suburban mayors, appointed government officials, judges, lawyers, insurance magnates and trucking company owners.

Some subscribe to the "few rotten apples" theory. They assume that if a few bad guys and gals are convicted of political depravity, others will be deterred and the problem solved.
It's difficult to reform a place that doesn't want reform.
