Bankruptcy talks began, kind of, in San Diego Monday when City Council President Scott Peters invited public comment for a Tuesday closed-door hearing on whether it should be considered here.Fannie and Freddie melted.Lehman went bankrupt. The City of Vallejo went bankrupt. Why not San Diego?
"How did that even get on the docket?" Councilman Jim Madaffer interjected.
