Instead, he routinely files for and receives a six-month extension - a perfectly legal request - then drags his feet until perilously close to the mid-October deadline before finally submitting the federal and state tax returns for himself and his wife, Patricia.
The tax returns of elected public officials are news, of course, no matter when they're filed, so reporters pored over Blagojevich's documents this week to see what they could find.
