The 14th Amendment requires that all people living in the United States be counted for the purposes of apportioning states' representatives to Congress. That includes illegal immigrants living in the country.
Estimates of the number of illegal immigrants living in the United States range from 11 million to 30 million.
Changing the long-standing practice so that illegal immigrants don't skew the count for the purposes of determining congressional representation would require a constitutional amendment, a proposal originally introduced last year by Miller, R-Harrison Township.
