Illinois To Taxes Planes that Fly Over Illinois

The Herald-Whig reports on the Illinois legislative agenda :
Among those taxes is one that would try to collect pro-rated taxes on products or routes that go through Illinois, but may not originate or even arrive in the state.

Lawmakers have been told that natural gas pipelines that travel through the state, carrying gas to other locations, would be taxed based on the number of miles they pass through the state. Likewise, airlines that pass over Illinois would be taxed for the use of air space.
Could we make this up?
