And for years, records show, Andre Baker was left "unsupervised" as cash, food stamps and bus cards disappeared, unbeknownst to county officials who admit they never conducted a background check before hiring him.
And when Baker committed an unrelated parole violation and went back to state prison in late 2005, he remained on the county payroll for months afterward -- even collecting holiday pay for Christmas and New Year's.
"This is just outrageous," said Cook County Commissioner Larry Suffredin, a veteran who chairs the county's Veterans Committee. "The real tragedy here is we don't have very many dollars for our veterans in the first place. So to have anyone stealing from them is terrible."
