State Rep. Rosemary Mulligan (R-Des Plaines) claimed $5 million has been spent to publicize Blagojevich's All Kids -- money that could have provided thousands of mammograms for women or built clinics for needy families. Mulligan, who voted for the program, said it turned out that a majority of children who signed up for All Kids would have been covered anyway by a federal program.Those who criticize private insurance companies for wasting money on advertising,we say what about the government waste?
Blagojevich's spokeswoman Abby Ottenhoff countered that the promotional money was a necessary expense.
"If they didn't advertise the program, no one would have signed up," Ottenhoff said, adding that publicity from the state program brought forward a lot of people who were eligible for the federal program, with the state taking in those who could not qualify.
