Chicago's Tax on Employers That No One Else Has

The Chicago Sun-Times in a news article explains a certain tax that's unique to Chicago:
Businesses that hire unemployed Chicagoans would get a one-time break on the hated head tax -- $400 per employee -- under an incentive plan tied to Mayor Daley's pre-election budget.

Chicago businesses with a payroll of 50 or more pay a head tax of $4 a month per employee. The tax is despised because no other city has it.
It seems the morons who run Chicago want to be less competitive with other cities.When you put a tax on employment you get less employment.No wonder according to the Brookings Institute, Chicago was one of the few places to lose jobs between 2000 and 2005.There's only one Chicago.
