Chicago Public Schools Add More Schools While Student Population Declines

The Chicago Sun-Times reports:
Fourteen new schools, new high school curriculums at 14 others and a series of new math tests for elementary students are some of the aggressive new strategies the Chicago Public Schools will launch today as classes resume for about 415,000 children.
There's 4000 less students but Chicago's adding to the number of schools in the system! How about that for ineffeciency.Wouldn't it be better to have low taxes and bad public schools instead of high taxes and bad public schools?
