In a legal document expected to become public Monday, federal authorities lay out details of the cash-filled envelopes, luxury vacations, limousine trips, fancy dinners with girlfriends and visits to high-priced strip clubs that allegedly fueled a conspiracy to steer millions of dollars in state contracts. As you can see there's no such thing as serving the "public interest".
The document recounts a relationship that existed over five years beginning in 1997 between Peter N. Ellef, former Gov. John G. Rowland's co-chief of staff, and William A. Tomasso, whose network of family businesses obtained tens of millions in state loans, grants and contracts during that period. Federal prosecutors have drafted the document in an effort to persuade a judge to impose stiff sentences when the two appear in court Tuesday on bribery and tax fraud charges.
